Initially, the museum was not built for Sardar Patel; it was constructed for Shah Jahan between 1618 and 1622. The building was later used as a British cantonment to house senior officials. It also served as the inspiration for the famous Bengali poet Rabindranath Tagore's narrative, The Hungry Stones, which he wrote in 1878 at the age of seventeen. From 1960 to 1978, following India’s independence, this palace served as the formal residence of the Governor of Gujarat, known as the Raj Bhavan. In 1978, the structure was converted into a national memorial by the then Chief Minister, Shri Babubhai Jasbhai Patel, to honour Sardar Vallabhbhai Patel.
